The Multiscan Company (hereinafter referred to as the Company) appreciates the fact that the Council of the Pardubice Region, representatives of the Pardubice Region and the Pardubice Regional Hospital in the Memorandum signed at the press conference on 4 March 2010 declared their interest in further cooperation with Multiscan, s.r.o. and at the same time appreciated its current performance in the interest of the citizens of the Pardubice Region.
The company is convinced that this marks the beginning of a new stage of mutual relations. It firmly hopes that both the Pardubice Region and the Pardubice Regional Hospital, together with the Company, will do everything possible to ensure that the return of the Comprehensive Cancer Centre among the leading centres is permanent and not endangered in the future.
In December 2009, the Company submitted to the Governor of the Pardubice Region, at his request, a "Project for further necessary development of the Comprehensive Cancer Centre in the Pardubice Region", including proposals for its provision. At present, it appears that not all of the solutions proposed here are feasible in the proposed form, but their necessity is hardly questionable.
The first of them is the expansion and improvement of inpatient care for cancer patients. In a situation where the Company has invested in the construction and equipment of 46 additional clinical oncology beds with the promise of the previous management of the Pardubice Region and the Pardubice Regional Hospital agreeing to their operation by the Company and in the interest of all oncology patients of the Comprehensive Cancer Centre, the Company accepts the current wish of these entities to operate both the current and newly built oncology beds.
The Company hereby publicly declares that it is ready to immediately allow the Pardubice Regional Hospital to operate inpatient oncological care at the inpatient stations built and equipped by the Company, even without their purchase, as offered by the Governor in his letter of 31 August 2009.
The Company firmly believes that the parties involved will promptly find a way to secure this act in such a way that it complies with the applicable legislation and does not prejudice the rights of any of the parties.
This solution has been made possible by the above-mentioned changed attitude of the Pardubice Region and the Pardubice Regional Hospital towards cooperation with the Company, and this change is a sufficient guarantee for the Company of further cooperation, without the need to change the current legal regulation of the parties' relations or to sign the proposed Memorandum. Therefore, the Company does not consider it necessary to amend these agreements or to extend their non-cancellability until 2019. It will do everything possible to ensure that the cooperation continues as long and as efficiently as possible.
It firmly hopes that this change of attitude will also contribute to solving other necessary conditions for the functioning of the comprehensive cancer centre, in particular finding suitable premises for a dignified location of all the outpatient clinics operated by the Company and the inpatient clinic for outpatient chemotherapy application on the premises of the Pardubice Regional Hospital.
At the same time, the Society regrets if its imperfect internal communication contributed to the lack of clarity in the preparation of the Memorandum and the organisation of its signing.
